Where can unregistered certificates be queried?

Where can unregistered certificates be queried? It seems like nothing can be found anywhere; I want to get a subsidy from my workplace, but they don’t even know how to check. If it cannot be found, a certificate signing will need to be carried out.

Prove that your certificate is indeed yours, prove that it’s genuine – it’s the same principle as proving that something is definitely what it claims to be, right?
Have you passed the exam and obtained the certificate, but not yet registered it?
It’s impossible to forge a certificate that can’t be detected, right?
