The Ministry of Environmental Protection decided not to approve the environmental impact assessment report for this project due to the following main issues: First, the project is located upstream of sensitive groundwater areas such as the Xin’anquan Watershed Protected Area and the centralized water source in Wangqiao Town, and is quite close to them. In some areas of the plant, the capacity to prevent groundwater contamination is poor, posing a risk of contaminating the groundwater. The report does not adequately demonstrate the feasibility and reliability of the measures taken to protect the groundwater as well as those aimed at controlling environmental risks. II. The surface water and atmosphere in the area where the project is located no longer have any environmental capacity, and the reduction measures proposed in the report are insufficient to ensure the environmental feasibility of this project. III. The report fails to provide sufficient evidence regarding the feasibility and reliability of preventing wastewater discharge under the normal operating conditions of the project, and it does not conduct an environmental impact assessment for emergency wastewater discharge from the project. IV. The report has issues in aspects such as engineering analysis, status assessment and impact prediction, and public participation. The data on pollutant source strengths were not verified based on the actual conditions of the project; the investigation of the current state of the atmospheric environment was inadequate; the feasibility of pollution control measures was not properly assessed; public participation was ineffective; and the setting of protection distances did not comply with relevant regulations. V. The sources of the overall project emission indicators do not meet the requirement of \"a 2-fold reduction substitution\" stipulated in the Interim Measures for the Review and Management of Total Emission Indicators for Major Pollutants in Construction Projects; in principle, indicators from the power industry shall not be used for the total emission indicators of pollutants generated in the production processes.
During the same period, another coal-to-gas project that was in the testing phase also failed to receive approval.
