When a project starts and a safety assessment is required, which **department is in charge** of this? ? ?
Is it the start of construction, or the commencement after it’s completed?
During the construction phase, work can only begin once the safety assessment is approved, right?

In the case of a safety assessment, it is the client’s responsibility to submit the application to the safety supervision authority, which then organizes experts to conduct the evaluation and record it. For an evaluation of the vendor’s proposal, it is the vendor’s responsibility to organize expert evaluations, after which the supervisor gives approval and the client signs off; the vendor then submits the relevant documents to the safety supervision and quality control authorities
