Differences between AQ 3047—2013 and HG23010—1997

What are the main differences between the Safety Warning Sign Standards for Chemical Handling Areas (AQ 3047—2013) and HG23010—1997 \"Guidelines for Compiling Safety Information Cards for Common Chemicals\"? Is it necessary to have both in the production site, or can only one of them be used?
The functions and applicable scenarios of these two standards should be somewhat different. The HG23010-1997 standard should still be valid, but strangely it hasn’t been updated in almost 20 years; it seems to not be widely used. It can’t be found on the Industrial Standards website at all.
Could you please explain in detail under what environments each of these two standards applies?
