How to prove that low-pressure steam (0.7 MPa) pipelines are not explosive?

Our company has a steam pipeline with dimensions of 325*8, operating at a pressure of 0.7 MPa and a temperature of 170 degrees. This pipeline needs to pass beneath an overpass on a highway. However, according to Article 22, Item 2 of the Highway Safety Protection Regulations, it is prohibited to use highway bridges (including the space beneath them), highway tunnels, and other such areas for storing items, constructing facilities, or laying high-voltage wires, as well as pipes for transporting flammable, explosive, or other toxic and harmful gases and liquids. ”For this reason, passage is prohibited. It is said that although low-pressure steam pipes are not flammable or toxic, the presence of pressure and high temperature makes an explosion risk inevitable. The question now is how to prove that pipes carrying low-pressure saturated steam (0.7 MPa) are not explosive? Where there is pressure, there is a possibility of an explosion. Since such rules exist, it’s better not to cross the limits and to simply find another way around it
As a workaround, use a fill pipe inside the channel; that will work.
