I have the following questions that I’m not clear about; I hope the experts in the petrochemical industry can help me: 1. What expenses does Sinopec allocate each year for project use: inspection and maintenance? Technological upgrade? Environmental protection? Energy saving? Which department is in charge of scores? Also, how about the funding? Are all projects approved in the previous year implemented in the following year? Is there still a fixed budget? 2. Do all projects over 500,000 require bidding? What about under 500,000? How does each procedure work? 3. What are the requirements to sell materials to Sinopec, and what are the requirements for carrying out construction? Should it be reported by each factory or by the headquarters? Thank you; points will be given if it is adopted~~

For technical services, if the amount is below 500,000, for equipment-related items if it is below 1 million, and for construction projects if it is below 1.5 million, open bidding is not required; instead, competitive negotiation, single-source procurement, or request for quotations may be used. However, if the total project cost exceeds 30 million, the above conditions no longer apply, and open bidding is required. Sinopec should have a specific list – that’s the threshold; if one isn’t on that list, it’s unlikely there will be any chance.
