I have questions regarding biological phosphorus removal in wastewater treatment

The mechanism and process flow of biological phosphorus removal described in the textbook are that polyphosphate-accumulating bacteria first release phosphorus from ATP under anaerobic conditions, and then absorb phosphorus using the energy generated by the decomposition of BOD in the aerobic tank. If that is the case, why is it still necessary to go through an anaerobic stage for phosphorus release? Isn’t direct absorption an easier process to implement?
The metabolic activities of polyphosphate-accumulating bacteria also require energy, and they need to increase their population size as well.
