Pressure relief issues in vinyl chloride reactors

May I ask how to relieve pressure in a vinyl chloride reaction vessel? A safety valve? Where to go after taking off? Direct output? It contains ethylene and chlorine gas. It’s not appropriate to go to the torch, right?
Is a reaction vessel needed for the reaction between ethylene and chlorine? What is the reaction control pressure?
It is possible to consider discharging it into the gas holder, where it can be reused! Direct discharge is not acceptable!
