Storage tank design for discharging at high and low liquid levels

I’m a beginner, so I’d like to ask gently: is it necessary for storage tanks in tank farms to be designed with mechanisms for discharging at high and low liquid levels? Are there any standards or guidelines regarding this, and what is the purpose of such mechanisms? My apologies
If there is water at the bottom, it needs to be removed; it’s not necessary to always use a discharge system with a high liquid level.
