Issues with the material used for connectors on standard manholes

I just looked at the latest standard for manholes and access openings, 21514. In section 3.2 of this standard, under the category of materials, there is some confusion regarding the use of 20# seamless steel pipes. It states that pipes used for compressive purposes should comply with the 9948 standard. I’m not sure why such strict requirements exist now; I hadn’t noticed this before. Usually, 8163 pipes are used, as the wall thickness requirements for these pipes meet those specified in 150.2 for 8163 pipes. So with these new requirements, does it mean that if 20# pipes are used for manholes and access openings, then only pipes that meet the 9948 standard can be used?
