High-voltage motors and low-voltage motors refer to voltage, not power. A voltage of 250V or less with respect to ground is considered low voltage, while a voltage of 250V or more with respect to ground is considered high voltage. The 380 (400) V motors we usually refer to have a voltage of 220V with respect to ground, so they are low-voltage devices. Expressed in terms of power, motors such as 250KW, 315KW, 400KW, 500KW, and 560KW are available in both high-voltage and low-voltage versions. Generally speaking, motors over 500KW tend to use high voltage more often.
At low voltages, the current is high, resulting in greater line losses and more heat generation. It is recommended to use voltages of 185 volts or higher; there doesn’t seem to be a specific standard for this. If the lines are too long, the voltage drop increases, which can lead to overcurrent
