Selection of heat exchangers for heat exchange stations!

When designing a heat exchange station, both the steam pressure and temperature in the primary system exceed the rated operating conditions of conventional plate heat exchangers, and they do not match the selection parameters provided by the manufacturers. How can one determine the appropriate heat load for selection? Another question: if the temperature and pressure of the steam in the network are too high, can a tubular temperature reducer be connected in series before using a plate heat exchanger (which is a tube heat exchanger, right)? In such a case, how should one choose between a tube heat exchanger and a plate heat exchanger? I’m not very familiar with the design and selection of heat exchangers; I need help!
Is it because I didn’t express my question clearly, or is it too basic of a question? Why doesn’t anyone help me solve it?
