Fire protection distance between the elevated torch and the red line of the plant area

The 50160 fire protection regulations specify the safe distance between elevated flares and various facilities within the plant, which is generally 90 meters. However, there are no regulations regarding the fire protection distance from the plant’s perimeter fence; some sources suggest 90 meters while others suggest 60 meters. I would appreciate it if experts could help determine the correct distance in this case :o
There is no requirement for a distance between the elevated torch and the factory’s walls, but there are requirements regarding the distance from the walls of adjacent companies outside the factory. Additionally, fire protection measures are required in relation to facilities located outside the factory. In my opinion, it is secondary to know how far this torch is from the factory’s perimeter wall; what matters most is the required distance from the facilities outside the wall.
The thermal radiation value must not exceed the specified limit at the red line; this represents the safety distance.
