Sure. But can you process it? How to roll and shape it? It is also not suitable for welding... forgings are more cost-effective.
Sir, just considering thickness, what thickness of plate is generally used for forgings? I have previously used 65mm thick Q235A steel plates on mechanical equipment (not chemical containers).

Flange covers can be manufactured using Q345R steel plates.

It works; just require corresponding conditions for what needs to be detected. Also, why use a board? Is there already a board of the desired thickness available? Or purchase a single sheet of material in bulk for all the manhole covers. Anyway, we only do this when we have some remaining boards that can be used directly.
Simply put: in terms of strength, sheets generally have higher strength than forgings, but forgings offer better overall performance, so a comprehensive consideration is necessary. Secondly, design validation is also required; the designer will come up with a feasible solution based on specific conditions.
