Two questions: 1. According to the petrochemical regulations, the distance between Class A facilities and the surrounding wall should be 25 meters. In the appendix, the starting and ending points of the facility are defined as the outermost edge of the equipment or the outermost axis of the building. Does this outer edge of the equipment count as energy pipelines such as those for transporting fluids or steam? Do the operation platforms and ladders used for ascending and descending from these platforms also count? 2. The distance between the equipment tank cluster and the enclosure wall: According to the explanatory text, the center line of the fire dike is used as the starting and ending point for determining this distance. It is unclear whether this should be based on the outer wall of the tanks or the center line of the fire dike; there is a need for a legal basis for this, as the project requires safety reviews

The starting and ending points for the storage tanks throughout the plant are the outer walls of those tanks, whereas for the tank groups in the facility, the starting and ending points are the centerline of the fire dike; this is what differs from the starting and ending points of the storage tanks in the entire plant. Personal opinion: In the on-site inspections of safety facility designs that I have been involved in, experts, as a precaution, generally start measuring from the outer edge of the equipment attachments and go all the way to the outer edge of the building. As for the safety distance, stricter standards are applied in actual use. So the situation referred to by the original poster might not reach 25m.

I suggest you take another look at the explanatory notes attached to the architectural design standards. The regulations state things quite clearly, but there can be some discrepancies in practice. Sometimes, out of caution, experts insist on their own opinions, which is quite normal – after all, it’s about finding common ground while respecting differences: lol.
