It’s possible, but in the case of negative pressure, the strength of the bond between the lining and the wall needs to be taken into consideration

I don’t know how large the tank is; if it’s quite big, lining a carbon steel tank with PE might not be feasible. It would be better to change it to an epoxy resin lining.
Ordinary PE cannot withstand 80°C condensate oil; special heat-resistant PE must be used instead.
PTFE rotational molding would be better; the cost is likely to be high as well
The temperature is below 80°C – is it consistently over 70 degrees? If so, the PE lining is likely not durable
