What should you do and how should you react when you see people with physical disabilities or strange physical features begging on the street?

During the National Day holiday, I saw a strangely shaped person begging on the street, which made me feel conflicted. Give the money, but at the same time fear that one is not doing a good deed but rather acting as an accomplice in harming others; fear that selfish people will take advantage of people’s kindness to harm even more people and turn more ordinary individuals into such horrible cripples. If I don’t give it, I’m afraid these people really ended up like this due to an accident and are begging for survival. What do you all, fellow sailors, think about this and how should we approach it?
Just follow your heart in everything! If you wanted to give it at that time, you would give it without thinking too much; if you didn’t want to give it, then you wouldn’t give it! What is a key person like?! Let it be as fate dictates!
I’ve been tricked into showing sympathy to them many times before; nowadays it’s hard to tell which beggars are genuine and which aren’t – who knows what they do with the money they get! My principle now is to make a distinction based on working ability; for those who are capable of working and have all their limbs, why not rely on their own hands to work? Is he supposed to just wait for passersby to give him money? Pies don’t fall from the sky.
The key issue is that some disabled people are being manipulated by criminals who disable them in order to make money. If you give them too much money, those criminals, seeing that money can be earned easily, will go after more people and create even more disabled individuals.
