What is the difference between Class A design institutes and Class B design institutes?

I have a small question for everyone: between a Class A design institute in the chemical, pharmaceutical, and petrochemical (chemical engineering) industry and a Class B design institute in the same sector, aside from the fact that the scale of projects that can be designed is unlimited for the former while it’s limited to small and medium-sized projects for the latter, are there any other differences? For example, are there certain hazardous chemical projects that are not subject to restrictions for Category A, while those in Category B cannot be designed? Seeking guidance. . .
Does anyone know the regulations set by the Work Safety Supervision Bureau regarding this qualification?

There is nothing like that for you; it only sets limits on the scale of investment and production.
I agree with what was said above; in fact, by setting limits on the scale of investment and production, the level of risk associated with the project is also limited； It also reflects the strength of the design institute; for the same project, clients tend to trust agencies of Class A status, and they are willing to pay more even if the price is higher.
It seems that a document issued by the Safety Supervision Bureau stipulates that certain processes with high risk levels can only be designed by Class A design institutes; nowadays, safety-specific sections are hardly included anymore. I can’t remember the exact name of the document
Put simply, in the chemical industry, a Class B design institute can basically take on no projects at all; it needs to be affiliated with a Class A institute in order to function, otherwise it won’t be able to carry out any work.
The difference is that a first-class design institute, in other words, one of those large organizations, has good standards across all its specialized fields. However, a second-class institute might have experts in terms of process engineering (retired professionals brought back from first-class institutes), but its capabilities in areas such as civil engineering and utilities are insufficient; as a result, implementing the planned processes becomes difficult.
The scope of services that entities with qualifications in the field of engineering design are permitted to undertake: ---- Class A engineering design firms are not restricted as to the scope or location of engineering design projects for corresponding industries. ------Class B engineering design firms are qualified to undertake the engineering design work for medium and small-scale construction projects in their respective industries (the classification of design scales for construction projects in various industries is shown in Appendix 2), and there are no restrictions on the regions in which such engineering design work can be carried out. It can be seen that it is still limited by scale.
Who said that projects no longer need a dedicated security section these days? Is it specified in that document not to do it?
I know there are requirements regarding scale, but I heard that there are regulations concerning hazardous chemicals in terms of safety supervision; I’m not sure if that’s the case.
