Do waste incineration power plants need coal grinding?

Our company currently has a sludge incineration project that requires coal to be mixed in for combustion; a circulating fluidized bed is used, just like in waste incineration plants. I was wondering whether, in practice, waste incineration plants generally need to grind coal as well?
If it is a waste incineration plant, coal grinding is not required. Because policy regulations do not allow the mixing of coal.
