Temperature issues in valve actuator use

Are there any relevant requirement documents or specifications regarding whether the average temperature of the coldest month or the extreme minimum temperature should be used as the operating temperature for the actuators of pneumatic valves?
Personally, I believe the operating temperature should be determined based on extreme temperatures; as long as normal operation is possible at those extreme temperatures, there should be no issues at other temperatures.
It should be based on the local extreme minimum temperature! The other answers are not good options, as they do not take into account the requirements for extreme environmental temperatures.
