Regarding the relationship between weld material selection and the base metal, is the quality of the weld material one grade higher than that of the base metal?

I can’t remember in which standard I read that the requirements for the weld material should be one grade higher than those for the base material. My colleagues also said the same thing, but I can’t recall which standard mentioned this. Does anyone know which standard it is? Please let me know; I’ve been searching all morning :(
There are different opinions regarding various alloys. . . But the principle is equal to or higher. . For the evaluation of this weld in low-alloy steel hot-pressed heads with seams, it is preferable to use a higher grade. Because hot pressing reduces the strength of the weld. .
You can take a look at NB/T47015 4.1
For carbon steel and low-alloy steel, the equal strength principle is generally applied, while for alloy steels such as stainless steel, the equal alloy principle is used
There is a similar statement in GB20236 :)
GB50236 and NB47014, 47015 are the basic specifications for welding
