What is the purpose of flow certification for safety valves?

I have been researching the calculations for PSV recently, and when looking at the \"liquid relief\" condition, the calculation of the safety valve size involves two scenarios: one where flow rate certification is required (overpressure of 10%), and another where no flow rate certification is needed (overpressure of 25%). I checked again; it seems that ASME requires flow certification for safety valves. But I still am not quite clear why ASME requires flow certification for safety valves Is it just to obtain an exact emission coefficient Kd? I hope those who understand can give me some advice~~
