Turbine make-up steam quick-shut valve

Our factory uses condensate-fed steam supply units produced by Hangzhou Motor, with the unit code WT8440 and model ENK50/56/75. Recently, a problem has arisen: after the unit shuts down normally, the steam supply shut-off valve does not close simultaneously when the shut-off oil is discontinued; it only closes after the oil pump is stopped. This method of shutting down the unit is very dangerous, and we seek advice from experts in this field. Thank you!
There must be a problem with the interlock system. The shutdown of the unit is triggered by the closure of the quick-shut valve; whether the unit shuts down normally or abnormally, it is accomplished through the closure of this valve. We have compressors of that type in our plant as well, and we have never encountered such a situation
The exhaust quick-shut valve interlock can be closed; the make-up steam quick-shut valve cannot be closed at the moment, although it was possible to close it before. I checked the chain and there was no problem.
