How come the wealth exchange for luck points is gone?

I can’t remember when wealth could be exchanged for luck points; why isn’t this feature available anymore?
Short-term stimulus consumption has been shut down. It’s usually available at this link: http://bbs.hcbbs.com/home.php?mod=spacecp&ac=credit&op=exchange; if it’s there, then it’s available, otherwise it’s not.
I’ll look for it today; it’s not here. So that’s how it is.
I have quite a bit of wealth, and I want to spend some of it, but it seems there’s no chance now.
It’s mainly because some people are afraid they won’t have enough time at the end of the month to try their luck and improve their rankings!
Don’t you have 5K in wealth, which isn’t enough?
