Why are discharge flow meters generally not installed for low-temperature materials?

Dear sea friends, the question is as above. There are no flow meters for the loading and unloading of low-temperature materials at the dock, which is a bit confusing; please advise
As far as I know, there shouldn’t be such a summary. When loading at low temperatures, if only the designed amount in the liquid phase is considered, the overall measurement will be inaccurate due to the return of vapor. Theoretically, both the gas and liquid phases should be equipped, but this comes at a high cost. Similarly, for transportation at normal temperature and pressure, such as LPG loading onto ships, a gas phase is generally present as well, and flow meters are rarely installed on this gas phase nowadays.
