(10) Utilization of facility management – Management indicator contents: 1. Conduct environmental impact assessments in accordance with the law, and complete the verification of the \"three simultaneities\" requirement. Key implementation points: Enterprises that construct their own facilities for the utilization of hazardous waste must have complete environmental impact assessment procedures in place, and such facilities must pass approval processes as well as the \"three simultaneities\" inspection. The relevant environmental impact assessment should detail the utilization process of the self-built hazardous waste treatment facilities, the types and quantities of hazardous waste that can be processed, the product quality standards, as well as the measures for pollution prevention and control. 2. Establish a ledger for the utilization of hazardous waste, and record the utilization status of such waste accurately. Key implementation points: A designated person should record, on a batch basis, the time of utilization, type, and quantity of hazardous waste, as well as the name and quantity of the resulting products. The relevant records and the original operation logs of the utilization facilities must be retained for more than 3 years. 3. Conduct regular environmental monitoring of pollutant emissions from the facilities in use, and ensure compliance with relevant standard requirements. Key implementation points: A self-monitoring plan for pollutant emissions from the utilization facilities should be developed in accordance with environmental impact assessments or **relevant regulations, specifying requirements such as monitoring items and frequency. If the monitoring results do not meet the standards, the reasons should be identified promptly for corrective action. Basis for imposing penalties for violating this regulatory requirement: (1) Article 69 of the Solid Waste Law – If, in violation of the provisions of this law, the facilities necessary for preventing and controlling environmental pollution caused by solid waste, which are required to be installed as part of a construction project, have not been built, have not been inspected, or have failed the inspection, and the main part of the project is still put into operation or use, the environmental protection administrative department that approved the environmental impact assessment document for that project shall order the suspension of such operation or use, and may also impose a fine of up to 100,000 yuan.
