Corrosion issues in titanium coolers

The titanium cooler in the first stage of the chlorine drying process in our plant has been in use for 17 years; it is used for heat exchange between chlorine gas and circulating water, with an operating temperature of 20–25°C. A leak occurred yesterday, and it is suspected that it is related to the circulating water. Everyone, please help analyze the reasons; the relevant indicators need to be provided later. Thank you.
