Hydraulic test of internal floating roof oil tank

Dear HAI friends, I would like to ask whether internal floating roof oil tanks require two hydraulic tests? One time it was an experiment on the tank top; after that, the internal floating disk was assembled, and then an experiment was conducted to test the lifting and lowering of the internal floating disk, in order to check for any sticking issues.
Our tank area is currently undergoing foundation work; the tanks will be erected by the end of the year, with the actual pressure testing taking place next year. But I think it needs to be done, as it relates to use after achievement. But isn’t it possible to conduct the test all at once after reviewing things and having the components assembled?
Thank you for your reply. Due to the positive and negative pressures in the storage tank, which exceed the pressure tolerance of the floating disk, I’m not sure whether a single pressure test is feasible.
It’s definitely not possible to do it in one go, as the water level during the pressure test exceeds the rise height of the floating disc.
