How to conduct a demonstration of process safety reliability

According to the orders issued by the State Administration of Work Safety, it is necessary to conduct safety and reliability assessments for chemical processes that are used for the first time in China: 1. Article 9 of the **Implementation Measures for Work Safety Licenses of Chemical Production Enterprises** (Order No. 41 issued by the State Administration of Work Safety) stipulates that a company’s factories, work areas, storage facilities, as well as safety equipment and processes must meet the following requirements: … (2) Processes and equipment that have been explicitly banned, prohibited from use, or pose a risk to work safety shall not be employed； The newly developed **chemical production process must be gradually scaled up from pilot tests, pilot plant trials to industrial production** ； Chemical processes used for the first time in the country must undergo safety and reliability assessments organized by the relevant departments of the provincial people’s government ； ……2. Article 14 of the **Measures for the Safety Supervision and Management of Chemical Construction Projects** (Order No. 45 issued by the State Administration of Work Safety): The safety condition review shall not be approved in any of the following circumstances regarding a construction project: … (IV) For chemical processes that are used for the first time in China, if no safety and reliability assessment has been conducted by the relevant departments of the provincial people’s government ； ……3. “Implementation Opinions on the Implementation by **Chemical Enterprises” (Safety Supervision General Administration Order No. 3186) 9……New **chemical production processes must be gradually scaled up from pilot tests, scale-up tests to industrial production on this basis. For chemical processes adopted for the first time in the country, safety assessments must be carried out by expert groups organized by relevant provincial departments. Since the moderator has pinned it, let me share my opinion. This should be a system security assessment – a comprehensive security evaluation of projects that have already been designed, in order to assess the rationality and reliability of those processes. There is one thing that’s not clear: since this is being used for the first time in the country, there are very few researchers involved in this field. It’s not appropriate for a provincial-level organization to carry out safety assessments, as most people are not even aware of this technology. In my opinion, it should be assessed by third-party agencies with international expertise in such evaluations. *nht1---003
Who is qualified to conduct the argumentation? What are the methods and procedures for argumentation? What criteria are used for such argumentation? What documents are produced? Then how to handle it?
