Issues with sliding pipe supports and fixed pipe supports

For example, in HG/T20629, for the welded type T-shaped pipe support J1, it is not specified whether the support is welded to something below; in such a case, is it a sliding pipe support or a fixed one? Should it be welded? :(:L
It is HG/T21629, the standard diagram for pipe supports – the \"welded\" type J1. This means that the upper part of the pipe support is welded to the pipeline; it has nothing to do with the base plate, nor with whether it is sliding or fixed. Moreover, I have never seen the bottom plate under such a pipe support being welded directly to the pipe rack; if fixation is needed, a stop block is welded to the pipe rack beneath the bottom plate.
