For the safe operation and management of tower cranes, the most crucial aspect is the management of the operators. Strict requirements are placed on both the technical skills and sense of responsibility of tower crane operators. Operators must not violate the following rules: 1. Operators must be in good health, hold a work permit, and be familiar with the mechanical structure and working principles. 2. It is necessary to strictly comply with the regulations by thoroughly cleaning, lubricating, securing, adjusting, and protecting the crane against corrosion. 3. It is prohibited to work after drinking alcohol, and it is forbidden to operate while sick or overly fatigued. 4. Operate strictly in accordance with the operating procedures for tower cranes, namely the “Ten Prohibitions and Ten Things Not to Lift”. 5. Illegal or reckless operations are prohibited; one must know how to refuse orders that violate regulations. Sufficient lighting must be available when operating at night. The key to inspection and maintenance lies in mechanical and electrical technicians. The maintenance worker is responsible for inspecting the equipment before and after installing the tower crane, as well as during its regular use. The maintenance workers have the following requirements for the inspection of tower cranes: 1. There must be no cracks in the welds of the metal structure; the metal structure shall not undergo plastic deformation, and the quality of the connecting bolts and pins must meet the standard requirements. 2. As for measures to prevent backsliding and loosening, the connecting bolts should be tightened regularly, the wire ropes must be properly lubricated, the number of broken wires should be within standard limits, strand breakage is strictly prohibited, and plastic deformation should be avoided. 3. The rope clamp connections must be in good condition; there should be no oil leakage from the reduction gearbox and cylinders, and the pressure in the hydraulic system must remain normal. 4. The braking and limiting devices must be flexible and reliable; the transmission mechanism should be well-lubricated, the safety devices must be complete and dependable, and the electrical control circuits need to maintain good insulation.
Use and Maintenance of Tower Crane Equipment 1. The use of mechanical equipment should follow the principle of combining effective management with proper utilization, as well as ensuring that operators and machines work together in a coordinated manner. Mechanical operators and maintenance personnel must receive professional training to meet the required knowledge and skill standards. Tower crane drivers and maintenance workers must pass assessments before they can operate or maintain the cranes; those without the necessary qualifications are not allowed to do so. 2. Mechanical equipment should be operated under a system of designated personnel and machine captains; the crew must have clear job responsibilities as well as a strict reward and punishment system. 3. The captain is responsible for the equipment in use; he must strictly adhere to the regular maintenance procedures and safety operating protocols to ensure the safe and proper operation of the equipment, and he has the authority to stop any violations or overloading by the crew members. 4. When crane operators need to be replaced for work purposes, they must receive technical training, including education on the equipment’s structure, performance, safety operating procedures, and maintenance knowledge, as well as practical skills training. They must be able to carry out regular maintenance and resolve common faults; otherwise, they are not allowed to operate the equipment. 5. When changing the captain due to work requirements, it is necessary to carry out handover procedures for the equipment, as well as records of safe operation, operating hours, and maintenance. 6. The equipment leasing company and the safety officer in charge of the construction site shall jointly conduct a monthly inspection of the equipment, fill out the monthly inspection record, and have both parties sign it for archiving. (II) Regular maintenance of tower crane equipment 1. Daily maintenance is carried out by the equipment operator. 2. Require the equipment operator to conduct inspections, lubrication, and trial runs before starting work ； During work, tower crane equipment must be used in strict accordance with the operating procedures; any issues detected should be addressed promptly. At the end of each shift, the tower crane equipment should be thoroughly inspected, and its condition should be accurately recorded in the shift handover log.
