Is it necessary to have a control room for renovated hazardous chemical use facilities?

It deals with a modified hazardous chemicals processing facility that uses a sulfonation process; an automatic control system has been installed, along with a control room. The client disagreed with this, requesting that no control system be used and that only explosion-proof control cabinets be installed on-site. I would like to ask whether Party A’s requirements are acceptable? Where can I find the reasons why a control room must be established, or the reasons why it may not be necessary?
Does anyone who knows know? Please give me some advice
