The operational reform of the refining system in Liaoyang Petrochemical Company’s ethylene glycol plant has achieved the desired results in terms of energy savings and consumption reduction; the overall energy consumption was reduced to 273 kilograms of standard oil per ton, which is better than CNPC’s target of 293 kilograms of standard oil per ton. It is estimated that the total investment in coal chemical industry during the 12th Five-Year Plan period will reach 800 billion yuan. There are approximately 40 projects under construction or planned for coal-based ethylene glycol production, with an intended total production capacity of over 16 million tons. Coal-based ethylene glycol is included in the \"Petroleum and Chemical Industry Adjustment and Revitalization Plan\" as one of the five demonstration projects for modern coal chemical industry. To avoid blind investment, **the requirements for approving demonstration projects have been made more detailed and stringent. The \"Energy Efficiency and Resource Targets for Coal Chemicals Demonstration Projects during the 12th Five-Year Plan Period\" and the \"Technical and Equipment Standards for Coal Chemicals Demonstration Projects during the 12th Five-Year Plan Period\" set clear requirements for coal-based ethylene glycol demonstration projects: the energy conversion efficiency must be at least 25%, the comprehensive energy consumption per unit of standard coal-based product shall not exceed 2.4 tons per ton of ethylene glycol, the fresh water consumption per unit of product shall not exceed 9.6 tons per ton of ethylene glycol, and the scale of the production facility must be at least 200,000 tons per year.
