Why is a fixed ball valve chosen at the lower leg piping connection?

Why, when designing the loading island at our facility to install dip pipes, is a fixed ball valve used upstream of the dip pipe instead of a regular ball valve? What are the advantages or differences?
I understand that it’s necessary to install a valve. As for the general ball valve mentioned by the original poster, does it refer to a floating ball valve? Generally, the loading diameter is quite small; floating ball valves are commonly used for small diameters below DN150. From an operational perspective, should the valve be equipped with a handle or a worm gear mechanism? It is better to choose the option with a worm gear mechanism, as it facilitates operation.
I think this has something to do with the medium.
