The official implementation date for TSG21-2016 should be October 1, 2016, but after consulting the local special equipment inspection agency, they said it starts from the moment materials are supplied. But there is one problem: my design drawings were created before October 1, 2016, so I am unable to determine the exact time of material input. Personally, I think the completion date of the drawing design should be taken as the standard; I’m not sure what others think.

Bureaus of Quality and Technical Supervision (departments for market supervision and management) of all provinces, autonomous regions, and municipalities directly under the Central Government, as well as all relevant entities: The \"Safety Technical Inspection Regulations for Fixed Pressure Vessels\" (TSG 21-2016, hereinafter referred to as the \"new regulations on fixed pressure vessels\") will come into effect on October 1, 2016. In order to ensure smooth transition from the previous regulations, namely the \"Safety Technical Inspection Regulations for Fixed Pressure Vessels\", \"Safety Technical Inspection Regulations for Non-metallic Pressure Vessels\", \"Safety Technical Inspection Regulations for Simple Pressure Vessels\", \"Safety Technical Inspection Regulations for Ultra-high Pressure Vessels\", \"Rules for the Use and Management of Pressure Vessels\", \"Rules for Periodic Inspections of Pressure Vessels\", and \"Rules for Supervisory Inspections of Pressure Vessels\" (hereinafter referred to as the \"previous regulations\"), and to implement the \"New Fixed Pressure Vessel Regulations\" on schedule, the following implementation measures are proposed; please comply with them. Requirements regarding the transition period (1) As of October 1, 2016, entities responsible for the design, manufacture, modification, and repair of fixed-pressure vessels must comply with the “New Fixed-Pressure Vessel Regulations” when entering into contracts with customers. (II) Pressure vessels for which contracts were signed prior to October 1, 2016, or that were put into manufacturing by cutting materials in accordance with the \"original regulations\", can still be manufactured and subject to supervision and inspection in compliance with the technical specifications stipulated in the contracts as well as the provisions of the \"original regulations\". (III) Pressure vessels for which contracts for modification or major repair were signed in accordance with the \"original regulations\" prior to October 1, 2016, may continue to undergo modification or major repair in compliance with the technical specifications specified in those contracts. (IV) For design documents that were completed prior to October 1, 2016 and need to be continued to be used in manufacturing (except those covered under item (II) of this paragraph), the parts of the design documents that are inconsistent with the provisions of the “New Solid Content Regulations” must be modified.
