The validity period of the design firm’s seal expired in November. Additionally, the boiler inspection authority insisted that new drawings be prepared and stamped with a renewed seal. Are there any relevant regulations regarding this?

You should definitely check the signatures before submitting the drawings – just as you can’t use old blueprints directly for processing or inspection purposes. The standards keep changing over time
There are laws to follow. The drawings can only be issued after passing the requalification assessment.
