Issues with lightning protection classification?

How should we understand Articles 6 and 7 of Section 3.03 of the lightning protection codes regarding the classification of buildings in areas with explosion hazards of Zone 1 or 21, and Zone 2 or 22 as belonging to Category II lightning protection? If there is a very large workshop in which only a small portion is in a hazardous area prone to explosions, how should the lightning protection rating of the building be determined?
According to Section 2, Subsection 2 of Chapter 13 in the third edition of the \"Handbook for Design of Industrial and Civil Power Distribution,\" when the sum of the areas of the first and second category lightning protection zones is less than 30% of the total building area, and direct lightning strike is not possible, such a building can be classified as a third category lightning protection building. However, for lightning induction and lightning wave intrusion protection in the areas of Category 1 and Category 2 lightning protection buildings, protective measures specific to each category should be adopted. When these areas may be struck by lightning directly, lightning protection measures should be taken according to their respective categories.
It’s better to be cautious; even if only a portion of the area is equipped with secondary lightning protection, it is recommended that the entire roof of this workshop have secondary lightning protection installed
