Regarding the cooling capacity issue

The screw chiller we are using is specified to have a cooling capacity of 2140 KW; however, in actual operation (at full load), the inlet temperature of the cold water is 13.4 degrees, the outlet temperature is 10.37 degrees, and the flow rate of the cold water is 400 cubic meters per hour. The actual cooling capacity is just a little over 1500 KW (I’m not sure if the calculation is correct). Why is this?
