Does purifying it to reduce high levels of fluorine and chlorine have any impact on the final acid?

The fluoride level is currently at 1000 mg/l, while the chlorine level is currently at 3000 mg/l. The factory management also said it shouldn’t be too high; in order to control costs and save water, they require that this figure be kept under control.
