Gas cylinder filling issues

According to the \"Regulations on Safety Supervision of Gas Cylinders,\" air respirator cylinders fall under the category of gas cylinders. May I ask whether the factory’s fire brigade can fill its air respirator cylinders by itself? Is it still necessary to find a unit with a license for gas cylinder filling? If filling can be done by oneself, does the personnel need to hold a certificate for gas cylinder filling?
I really hadn’t paid attention to this part. All the air respirators I have are sent to the fire station for them to recharge! As per the regulations, it is definitely not allowed to fill it oneself; it must be taken to a designated facility
Qualifications are required; we also send it to the fire department so that a professional team can carry out the filling!

It’s the same as institutions that are able to inspect three types of pressure vessels but not gas cylinders
