No water has entered; is it normal for the pH to gradually increase as the fluid circulates from the pre-acidification tank into the anaerobic tower?
An increase generally indicates a good outcome; it seems that your water inflow load has not reached the designed level

The pH of the anaerobic effluent is elevated; only the hydrolysis-acidification stage sees a decrease in pH. Methanogens degrade alcohols, acids, and other substances into simple inorganic compounds, which leads to an increase in pH.
Without water influx, as the VFA is degraded, the pH naturally rises. Simply put, the acid is used by methanogens to produce methane; once there is no more acid, the pH rises.
