How to determine the maximum operating pressure of a device

As the title suggests, the equipment table generally requires the normal operating pressure and the maximum operating pressure to be filled in. How is the maximum operating pressure determined? What do the system additional conditions mentioned in 20570 refer to?
In pressure vessels, the highest pressure that occurs at the top of the vessel during operation is referred to as the vessel’s maximum operating pressure. If there is a safety valve, then it is the opening pressure of that safety valve.
The design stress should be greater than the opening pressure of the safety valve.
