Can other process equipment, such as a vacuum pump, be placed inside the fire dike of Class A, B, and C storage tanks? Please provide the relevant basis

The fire protection codes are clearly stated in 5.3. Even though they are dedicated pumps, they must also be located outside the fire dike, with no restrictions on the distance.
Flame barriers or fire dike separators shall be installed for combustible liquid storage tanks in accordance with the requirement of one dike per tank.
The pump needs to be placed outside the fire dike, and there are requirements regarding the fire separation distance; as for the other equipment you mentioned, we’ll need to see what kind of equipment it is first

No, but I’ve seen instrument air tanks that pose no fire hazard being used. But I don’t think that’s acceptable either, after all, pressure storage tanks also pose a risk of explosion
According to Code for Design of Oil Storage Tanks 5.1.14, pumps for Class B liquids, bottom-suction oil pumps, horizontal tank transfer pumps, and pumps used for oil testing in tanks can be located within the same fire dike as the tanks when they are installed outdoors. But the vacuum pump doesn’t seem to work.
Can the heat exchanger used for cooling the vapor at the top of that tank be placed inside the fire dike? The medium is circulating cooling water.
