Insulation construction for in-service diesel storage tanks

Hello, fellow sailors. I have a question. There is a steel vertical welded storage tank with a diameter of 12.5 meters and a wall thickness of 9 meters; it contains diesel and is in use. This tank was not designed with insulation in mind, but during use the client requested that insulation be added, and this had to be done without emptying the tank. Are there any insulation support structures that do not require welding to the tank? After all, working with fire involves risks. I hope everyone will feel free to share their advice; thank you.
Polyurethane spraying or structural adhesive bonding should work.
