To promote structural adjustment, optimization, and upgrading in the ferroalloys and electrolytic manganese metal industries, as well as to guide and regulate the investment, production, and operations of enterprises in these sectors, the “Normative Conditions for the Ferroalloys and Electrolytic Manganese Metal Industries” and the “Administrative Measures for the Announcement of Ferroalloys and Electrolytic Manganese Metal Production Enterprises” have been formulated in accordance with relevant laws, regulations, industrial policies, and standards. They are hereby announced. Appendix 1: Regulatory Requirements for the Ferroalloy and Electrolytic Metal Manganese Industries Appendix 2: Measures for the Announcement and Management of Enterprises in the Ferroalloy and Electrolytic Metal Manganese Industries Ministry of Industry and Information Technology, December 10, 2015 Appendix 1: Regulatory Requirements for the Ferroalloy and Electrolytic Metal Manganese Industries These regulatory requirements are formulated in accordance with relevant laws and regulations, industrial policies, and standard specifications, with the aim of promoting structural adjustment, optimization, and upgrading in the ferroalloy and electrolytic metal manganese industries, as well as guiding and regulating the investment and production activities of enterprises in these fields. I. General Provisions (1) These specification requirements apply to new (renovated or expanded) ferroalloy and electrolytic manganese production enterprises. Existing enterprises are encouraged to carry out technological upgrades in line with the relevant requirements of these specifications, striving to improve their processes, technologies, energy conservation and environmental protection practices, as well as safety standards. (II) The ferroalloys referred to in these specification requirements are ferrosilicon, industrial silicon, manganese silicide, high-carbon ferromanganese, high-carbon ferrochrome, and ferronickel produced using electric arc furnaces; other types of ferroalloys (including ferronickel produced in blast furnaces) are not included in these specification requirements for the time being. (III) The electrolytic metallic manganese referred to in these specification conditions is metallic manganese produced by electrolyzing a manganese salt solution obtained through the acid leaching of manganese ore in an electrolytic cell. II. Production Layout (1) Enterprises producing ferroalloys and electrolytic manganese must comply with the requirements of various plans, including the National Main Functional Area Plan, regional plans, land use plans, energy conservation and emission reduction plans, environmental protection plans, and work safety plans. (II) Enterprises producing ferroalloys and electrolytic manganese metal should be located in industrial parks or industrial clusters. In nature reserves, scenic spots, cultural heritage protection areas, drinking water source protection areas, and ecological function protection areas established in accordance with laws and regulations, as well as in special protected areas such as forest parks, geological parks, and wetland parks, enterprises engaged in the production of ferroalloys or electrolytic manganese metal shall not be established. (III) The health protection distances for enterprises producing ferroalloys and electrolytic manganese metal shall comply with the relevant **standards and specifications. III. Process Equipment (I) Main Process Equipment 1. Electric arc furnaces for ferrosilicon and industrial silicon should be of the semi-enclosed type with a low smoke hood; those for manganese-silicon alloys, high-carbon ferromanganese, and high-carbon ferrochrome should be of the fully enclosed type. Electric arc furnaces for nickel iron can be either semi-enclosed with a low smoke hood or fully enclosed. The capacity of these electric arc furnaces should be ≥25,000 kVA (in revolutionary old areas, ethnic minority areas, border areas, and poor areas, the capacity should be ≥12,500 kVA). Facilities for the comprehensive utilization of waste heat and gas should also be provided as part of these systems. 2. The capacity of a single production line for electrolytic metallic manganese (with 1 transformer) should be 10,000 tons per year or more, while the production capacity of a single factory site should be 30,000 tons per year or more ; The effective volume of the mixing tank is ≥ 250 cubic meters, and it is equipped with an acid mist absorption device. (II) Environmental protection, energy-saving, safety, and comprehensive utilization facilities: 1. The storage of raw materials for ferroalloy production should take place in enclosed stockyards; efficient and energy-saving pre-treatment systems should be used for processing, while automated control systems should be employed for batching and feeding ; Dust generation areas such as raw material processing, mixing, and feeding are equipped with dust removal and recovery systems. 2. Ferroalloy electric arc furnaces should be equipped with a mechanized feeding system or a feeding and tamping machine control system, as well as dry bag filter dust removal systems or other advanced flue gas dust removal devices; they should also have a mechanized system for tapping molten metal and slag at the furnace front ; Flue gas desulfurization devices should be installed simultaneously with sintering machines and rotary kilns. 3. Ferroalloy manufacturers should simultaneously build facilities for the recycling of slag and dust solid waste. 4. Electrolytic manganese metal production enterprises should use automatic feeding systems equipped with dust collection devices. Dust removal and recovery systems are installed at the main sources of dust generation, such as raw material crushing, loading, unloading, and transportation. Manganese ore powder should be stored in a closed system or in a way that prevents dust dispersion. 5. Enterprises that produce electrolytic manganese metal must have storage facilities for manganese slag, and the arbitrary disposal of manganese slag is strictly prohibited. The construction, operation, recovery, closure, as well as safety management and supervision of manganese slag ponds shall comply with the requirements of relevant regulations, standards, and specifications such as the \"Regulations on the Safety Supervision and Management of Tailings Ponds\" (Order No. 38 issued by the State Administration of Work Safety) and the \"Technical Specifications for the Safety of Tailings Ponds\" (AQ2006). 6. The service life of the electrolytic manganese metal slag storage facility shall not be less than 10 years (if the manganese slag has been treated and utilized in an environmentally safe manner, the capacity of the storage facility can be adjusted accordingly). Once the manganese slag stored in the warehouse reaches the designed elevation, the warehouse should be closed, covered with soil, compacted, and landscaped ; Guidance channels are installed around the manganese slag storage area to prevent rainwater runoff from entering it ; A leachate collection system is installed downstream of the manganese slag dam; the leachate is directed to the production wastewater treatment tank, or it is treated on-site before being reused or discharged after meeting the required standards. Direct discharge of leachate is prohibited. The wastewater resulting from rinsing the filter cloth of the filter press must be recycled; it is strictly prohibited to use water to directly rinse the filter cloth of the filter press near the manganese slag storage area. 7. Enterprises that produce electrolytic manganese metal must be equipped with facilities for treating chromium-containing wastewater to ensure that the wastewater is discharged in compliance with standards ; Construct emergency ponds for accidents to ensure that waste water from accidents does not leak out. Within the production plant area, sewage collection and discharge pipelines must be clearly marked; a system for separating rainwater from wastewater as well as for separating different types of sewage should be implemented to prevent any leaks or spills. The floors in the production workshops should be equipped with measures to prevent seepage, leakage, and corrosion, while the roads within the factory area should be paved. 8. Ferroalloy and electrolytic manganese manufacturing enterprises shall, in accordance with standards such as the \"Ferroalloy Safety Regulations\" (AQ2024), equip themselves with facilities to prevent accidents such as fires, explosions, lightning strikes, equipment failures, mechanical injuries, and falls from heights, as well as systems for ensuring a safe supply of electricity and water and facilities for removing toxic and harmful substances. 9. The pollution control, safety production, and occupational disease prevention facilities for ferroalloy and electrolytic manganese metal production projects must be designed, constructed, and put into use simultaneously with the main project. 10. General equipment such as motors, fans, water pumps, transformers, and air compressors used by enterprises producing ferroalloys and electrolytic manganese metal must meet the requirements set by the energy efficiency standards for energy-consuming equipment; equipment listed in the “Catalogue of High-Energy-Consuming and Obsolete Mechanical and Electrical Equipment (Products) to be Phased Out” shall not be used. 11. Ferroalloy and electrolytic manganese manufacturing enterprises shall equip themselves with the necessary energy (water) metering instruments in accordance with standards such as the \"General Rules for the Installation and Management of Energy Metering Instruments in Energy-Using Units\" (GB17167) and the \"Requirements for the Installation and Management of Energy Metering Instruments in Steel Enterprises\" (GB/T21368). Enterprises that meet the requirements are encouraged to establish energy management centers to improve their energy management capabilities. IV. Energy Consumption and Comprehensive Utilization (I) Ferroalloys 1. Enterprises producing ferrosilicon, manganese silicide, high-carbon ferromanganese, and high-carbon ferrochrome must meet the threshold values specified in the \"Limits on Energy Consumption per Unit of Output for Ferroalloys\" (GB21341). Enterprises producing industrial silicon must comply with the threshold values set out in the \"Limits on Energy Consumption per Unit of Output for Industrial Silicon\" (GB31338). The electricity consumption per ton of nickel iron produced shall not exceed 6,500 kilowatt-hours/ton (with an ore grade of 1.5% and a nickel content of 10% in the nickel iron). 2. The recovery rates of the main elements shall meet the following requirements: Ferrosilicon (FeSi75) – Si ≥ 92%, Ferrosilicon (TFeSi75) – Si ≥ 85%, Industrial silicon (Si-1) – Si ≥ 85%, Ferronickel (10%Ni) – Ni ≥ 93%, Manganese-silicon alloy (Mn68Si18) – Mn ≥ 82% (Mn ≥ 90% for the manganese slag recovery method), Manganese-silicon alloy (Mn67Si23) – Mn ≥ 80%, High-carbon ferromanganese produced by the flux method (Mn68C7) – Mn ≥ 78%, High-carbon ferromanganese produced without a flux (Mn68C7) – Mn ≥ 95%, High-carbon ferrochrome (Cr67C6) – Cr ≥ 90%, High-carbon ferrochrome (charge-grade) – Cr ≥ 87%. 3. The water recycling rate in ferroalloy production enterprises should exceed 95%; the comprehensive utilization and harmless treatment rate of slag must be at least 90%, while the waste heat from electric arc furnace gas and flue gases must be recovered 100%. The recovery rate of microsilica from the flue gas of electric arc furnaces used for producing ferrosilicon and industrial silicon is not less than 95%. (II) Electrolytic metallic manganese 1. Electrolytic metallic manganese produced in accordance with the \"Product Quality Standards for Electrolytic Metallic Manganese\" (YB/T051): For high-purity electrolytic metallic manganese, the direct current consumption is ≤ 7600 kWh/ton ; For ordinary and electronic grades, the direct current power consumption for electrolytic manganese metal is ≤5800 kWh/ton. 2. New water consumption ≤ 3 cubic meters per ton. 3. The recovery rate of soluble manganese in the raw materials is ≥82%. 4. The content of water-soluble manganese in the electrolytic manganese metal slag is ≤1.1%. 5. Manganese-poor ores with a total manganese content of less than 14% shall not be used directly as raw materials for the production of electrolytic manganese. V. Environmental Protection (1) The discharge of wastewater and air pollutants from ferroalloy production enterprises must comply with the \"Emission Standards for Pollutants in the Ferroalloy Industry\" (GB28666) as well as relevant local standards; key pollution emissions must meet the requirements for total amount control. Emissions of air pollutants from the pelletizing or sintering processes must comply with the \"Emission Standards for Air Pollutants in the Steel Sintering and Pelletizing Industry\" (GB28662). (II) The wastewater discharged by enterprises producing electrolytic manganese metal must comply with the \"Integrated Wastewater Discharge Standards\" (GB8978) and relevant local standards; emissions of dust and exhaust gases must meet the requirements of the \"Integrated Emission Standards for Air Pollutants\" (GB16297), and the emissions of major pollutants must satisfy the requirements set for total emission controls. (III) The environmental noise at the factory boundaries of enterprises producing ferroalloys and electrolytic manganese must comply with the \"Standards for Environmental Noise Emissions at the Boundaries of Industrial Enterprises\" (GB12348). (IV) Online monitoring devices shall be installed on the exhaust chimneys of electric arc furnaces in ferroalloy production enterprises, as well as on the waste discharge outlets of electrolytic manganese metal production enterprises, and these devices shall be connected to the environmental protection authorities. The cooling water and treated chromium-containing wastewater from electrolytic manganese manufacturing enterprises should be recycled. The water consumption of enterprises producing ferroalloys and electrolytic manganese metal must be measured strictly. (5) Industrial solid waste generated by enterprises producing ferroalloys and electrolytic manganese metal should be stored, transferred, disposed of, or comprehensively utilized in accordance with the law. The storage of general industrial solid waste shall comply with the \"Pollution Control Standards for Landfills of General Industrial Solid Waste\" (GB18559), while the storage of hazardous waste shall comply with the \"Pollution Control Standards for the Storage of Hazardous Wastes\" (GB18597). Hazardous wastes such as chromium-containing sludge and anode slag generated by electrolytic manganese metal production enterprises from the treatment of chromium-containing wastewater should be properly utilized or disposed of by qualified entities with the appropriate processing capabilities; they must not be stored together with other ordinary waste residues. (VI) Enterprises producing ferroalloys and electrolytic manganese must comply with relevant environmental protection laws and regulations, obtain discharge permits in accordance with the law, discharge pollutants as required by those permits, carry out clean production audits as stipulated, and pass the evaluation and acceptance processes. (7) Ferroalloy and electrolytic manganese manufacturing enterprises shall conduct risk assessments for sudden environmental incidents in accordance with the \"Guidelines for Risk Assessment of Sudden Environmental Incidents in Enterprises (Trial)\\" (Huan Ban [2014] No. 34), and prepare environmental emergency plans and file them accordingly in line with the \"Administrative Measures for the Filing of Emergency Plans for Sudden Environmental Incidents in Enterprises and Institutions (Trial)\\" (Huan Fa [2015] No. 4). VI. Product Quality, Occupational Health, and Safe Production (1) The quality of ferroalloys and electrolytic manganese metal must comply with ** and industry standards. (II) Enterprises that produce ferroalloys and electrolytic manganese must, in accordance with the requirements of laws and regulations such as the Law on the Prevention and Control of Occupational Diseases, the Work Safety Law, and the Labor Law, have the necessary facilities for preventing occupational disease hazards and ensuring work safety. They should promote the standardization of work safety within their organizations, establish a sound work safety responsibility system, develop comprehensive work safety rules and procedures, assign dedicated personnel to oversee work safety, provide employees with labor protection equipment that meets ** standards or industry standards, and participate in employee social insurance in accordance with the law. (III) The working environments of enterprises producing ferroalloys and electrolytic manganese metal must meet the requirements of the \"Hygienic Standards for Industrial Enterprise Design\" (GBZ1) and the \"Occupational Exposure Limits for Hazardous Factors in the Workplace\" (GBZ2). (IV) Enterprises that produce electrolytic manganese metal must obtain a **Chemical Safety Use License**, and must strengthen management in accordance with the **Regulations on Chemical Safety Management** as well as related laws, regulations, standards, and requirements. A manganese slag storage facility must obtain a safety production license for non-coal mines before it can be put into use. VII. Technological Progress: Encouragement of the research, development, and application of advanced technologies such as techniques for feeding refined materials into furnaces (e.g., sintering or pelleting of powdered manganese ore, cold pressing or metallized hot pelleting of powdered chromium ore), computer-based intelligent automation systems for raw material processing and dust removal, technologies for producing manganese-silicon alloys from low-grade manganese ore, technologies for reducing manganese oxides, the RKEF process for efficiently extracting refined nickel-iron from laterite nickel ore, technologies for the harmless treatment and comprehensive utilization of anode sludge, green power plants for electrolytic production of metallic manganese along with new electrolysis techniques, technologies for the harmless treatment and comprehensive utilization of manganese slag, as well as technologies for the harmless disposal of chromium and selenium and the comprehensive utilization of wastewater. VIII. Supervision and Management (1) The Ministry of Industry and Information Technology regularly publishes a list of new (renovated or expanded) enterprises that meet the requirements of these specifications, and implements dynamic management of these enterprises in line with adjustments to **industrial policies. (II) The provincial departments in charge of industry and information technology shall guide and supervise the ferroalloy and electrolytic manganese manufacturing enterprises in their respective regions to meet the requirements set out in these specifications, and strengthen the supervision and inspection of those enterprises that have been listed in the relevant registers. (III) Relevant industry associations should strengthen analysis and research on aspects such as the ferroalloy and electrolytic manganese markets as well as technological progress. They should promote new technologies for environmental protection, energy conservation, and comprehensive resource utilization within the industry, actively advance clean production, enhance industry self-discipline, and assist relevant authorities in carrying out supervision and management tasks. IX. Supplementary Provisions (1) These specification requirements apply to enterprises producing ferroalloys (ferrosilicon, industrial silicon, manganese silicide alloy, high-carbon ferromanganese, high-carbon ferrochrome, electric arc furnace nickel iron) and electrolytic metallic manganese within the territory of the People’s Republic of China (excluding Taiwan, **, and Macao). (II) Plants that convert ferroalloys using calcium carbide furnaces or yellow phosphorus furnaces, as well as those that produce electrolytic manganese dioxide and switch to producing electrolytic metallic manganese, must also meet the requirements of these specifications. (III) If the standards referenced in these specification conditions are revised, the revised standards shall be applied. (IV) These regulatory requirements shall come into effect as of January 1, 2016; the \"Access Requirements for the Ferroalloy Industry (Revised in 2008)\” and the \"Access Requirements for the Electrolytic Manganese Metal Industry (Revised in 2008)\” (**Announcement No. 13 of 2008 by the National Development and Reform Commission\") shall be repealed simultaneously. (5) These specification requirements shall be interpreted by the Ministry of Industry and Information Technology, and revised as appropriate in light of industry development trends and macro-control requirements.
