I would like to ask whether protective sleeves for pipes passing through walls and decks generally need to be sealed off If there’s a blockage, what materials are generally used to clear it?
It seems like almost nothing on our deck has been sealed off, and the protective tubes themselves aren’t much different either

I saw yesterday that the manufacturer who comes to work on the cold storage seems to be using foam insulation; from what he said, there will also be decking boards installed on top, but I’m not entirely sure about the details as they are still working on it. In our case, it was done to simplify the procurement process and since there was no solid basis for it, we used the sealing materials from the electrical and instrumentation department.
