These are basically the practices for larger projects these days. To be honest, based on my experience, working with well-known general contractors in China provides a certain level of reliability – they won’t act recklessly – which is much better than having no one specifically in charge on the part of the project owner. There’s no point in relying on the supervisor
The management requirements for the owner should be low, right? It’s much more difficult for the owner to handle PC projects; just for material management alone, hundreds of people are needed, and there are even more issues related to the construction itself. I think for the EPC project, the owner should keep a close eye on the progress, ensure proper oversight of the construction inspection processes, and handle the inspection and acceptance of equipment and materials upon their arrival. Too much interference from others really annoys the EPC team.
The E+P+C project involves the parallel contracting of E, P, and C: E is one entity, P represents procurement by the owner himself, and C is another construction company; it is not an EPC turnkey contract approach
