What are the precautions when using spectrophotometry to determine phosphate levels in water?

Phosphate content in the water was determined using spectrophotometry. The pH of the boiler water is 13, it’s turbid, and the phosphate level is around 100–300. I would like to know which type of filter paper should be used, whether it’s necessary to adjust the pH value of the sample, and what precautions need to be taken. The problem is that the results I get currently are only around 20 What factors affect the results?
