Can carbon steel also be pickled and passivated? What are the differences from stainless steel?

Stainless steel can be pickled and passivated, while carbon steel can only be pickled; it cannot be passivated. Carbon steel does not contain chromium, so how can it be passivated? Moreover, carbon steel must be treated with rust prevention measures immediately after pickling.
It can be passivated; this is the principle behind using carbon steel tanks to store concentrated sulfuric acid. Concentrated sulfuric acid undergoes an oxidation reaction with steel directly; the products of this reaction form a dense protective film on the metal surface, preventing further oxidation reactions from occurring. This is what is known as passivation.
