Good news: Yunnan’s 10 million-ton PetroChina refining project will begin construction next year!

The plenary session of the Yunnan Provincial Party Committee held on December 26-27 revealed that next year Yunnan will accelerate the construction of the China-Myanmar oil and gas pipeline, as well as initiate the construction of an oil refining project with a capacity of 10 million tons. This oil refining project was invested in and built by CNPC; once completed, it will help alleviate the tight energy supply situation in Yunnan. It is reported that once the project is completed and put into operation, it is expected to produce over 2.3 million tons of high-quality gasoline, over 4.5 million tons of high-quality diesel, over 500,000 tons of kerosene, as well as products such as polypropylene, propane, and liquefied gas. The China-Myanmar oil and gas pipeline, which will supply crude oil for this refining project, is under rapid construction and is expected to be completed and put into use in 2013. Once the 10-million-ton oil refining project is completed, Yunnan will bid farewell to its history of having no oil refining facilities and facing tight energy supplies. For a long time, Yunnan has relied on refineries in South China, the Northwest, and other regions to supply refined oil products, thus finding itself at the end of the chain for the transportation of such products. At present, some cities and prefectures in Yunnan are planning to build pipelines for transporting refined oil as well as projects that make use of natural gas.

I think this project is complete nonsense. The project is almost completed, but Yunnan has no oil supply; it has to be brought in through the China-Myanmar pipeline, from Myitkyina Port. The cost of transporting it is extremely high. With oil prices so low these days, I remember the transportation cost being several hundred per shipment – isn’t that absurd? Who is this trying to fool?
It’s a damned crappy company with extremely low revenues; it’s not even as good as some of the chemical enterprises owned by provincial governments in the surrounding areas. Its management is chaotic, and it belongs to the category of low-quality companies
